The TenderSystem Public License Version 1.1 ("TPL") is based on the Mozilla Public License Version 1.1 (MPL), which we modified to be specific to ValueCard, with an the Additional Terms in Exhibit B.
Click here to view the Amendments to the MPL.
The original Mozilla Public License 1.1 can be found at http://www.mozilla.org/MPL/.
Exhibit B, says that the Powered by TenderSystem images and ValueCard copyright notices may not be removed. This was inserted so that users know who the original TenderSystem developers are and where they can get help.

The TPL is a great license which allows you to do the following with TenderSystem:
1) Run you own procurement portal.
2) Install and offer TenderSystem as a hosted service to other companies.
3) Develop or recommend improvements, add features or submit bug fixes.
4) Distribute the TenderSystem OS source code.

You are allowed to sell modules that are not a derived work of TenderSystem.
The easiest way to determine if a moduled is derived from TenderSystem is to see if any TenderSystem files (excluding the config files) have to be changed.
