Let me take you through the process of creating a new language.

0. Make sure you WebServer has permission to create folders and files
1. Login as a Administrator
2. Click on the "Utilities" Tab on the Menu Bar
3. Click on "Language Editor" in the Left Frame
4. Click on "Create Langauge" in the Main Frame
5. Select you language using the drop down or the radio buttons then click Submit
6. Click on the words "Click here to instantiate the language files"
7. This is the long tendious part, you have to go through all the inactive modules
- Click on an Inactive Section
- Translate the Sentence/Words by putting in the translated value
- Click Submit
- The Section should no longer be inactive
- move onto the Next Inactive Section
8. You have created a new language for tendersystem

If you want to change the default language for tendersystem:
1. Click on "Settings" Tab on the Menu Bar
2. Click on "General Settings" in the Left Frame
3. Select the default Language for TenderSystem using the drop down
4. Click Submit

You Still will have to change the language you your profile
1. Click on "Profile" icon on top
2. Select the lanuage for your profile using the Drop Down.
3. Click Submit
